With the continuous increase in the production and use of liquefied hydrocarbons in China, the storage of liquefied hydrocarbons has shown characteristics of large-scale and diversified types. Liquefied hydrocarbon storage tank areas have concentrated energy and high safety risks. Once accidents occur, they can easily cause significant casualties and property damage, directly affecting public safety and social stability.
In recent years, our company's business volume in the field of tank area design for petrochemical enterprises, especially in the design of liquefied hydrocarbon tank areas, has been continuously increasing, involving new construction, expansion, renovation, and supporting projects. In order to effectively strengthen the safety risk control of liquefied hydrocarbon storage tank areas, improve the level of intrinsic safety, and eliminate safety risks in liquefied hydrocarbon storage tank areas from a design perspective, Huafei Engineering Luoyang Branch recently held a special seminar, chaired by Liu Wei, Vice General Manager of Huafei Engineering, and attended by all in-service technical personnel from the Process Department, Pipeline Department, Equipment Department, Electrical Department, Automatic Control Department, Public Works Department, Civil Engineering Department, etc.

The seminar mainly listened to a video lecture by teaching expert Wang Rujun on the interpretation of "Management Standards". The "Management Standards" are based on the concept of managing safety risks and enhancing intrinsic safety, combined with the operational management needs of liquefied hydrocarbon storage tank areas. The full text provides detailed requirements for the overall requirements, planning layout and overall layout, design requirements, key equipment and material procurement, construction quality management, commissioning, operation management, maintenance management, and emergency management of liquefied hydrocarbon storage tank areas in chemical enterprise plants. It is a very detailed, comprehensive, and timely safety management standard.
During the seminar, technical personnel from various departments had extensive and in-depth exchanges on key chapters and clauses related to design, such as planning layout, overall layout, process design, equipment design, tank area layout, structure and fire protection, power supply safety and lightning protection, automatic control, fire protection design, etc., and formed a unified design concept for our company.

Regarding the difficult to understand clause, such as "Liquefied hydrocarbon storage tanks with water cutting requirements should adopt a closed water cutting system consisting of an automatic water cutter and a sewage collection tank. The sewage discharged from the automatic water cutter should be collected in the sewage collection tank, flash evaporated, and separated to remove hydrocarbons before being discharged into the entire plant sewage system. The flash gas should be discharged into the safety discharge system." Although there is some understanding of this clause after discussion and analysis, the "Management Specification" does not have specific and detailed design requirements for this new regulation, which makes it difficult to determine the design plan in the short term.
Vice General Manager Liu Wei emphasized the need to fully recognize our shortcomings. After the seminar, all professional departments must comprehensively collect information, understand the practices of major design institutes, refer to and learn from them, actively innovate, and quickly determine the final design plan of our institute to make technical preparations for future related projects.
