How can "artificial intelligence + manufacturing" generate a more powerful new driving force? During the 2025 National Two Sessions, Zhang Fan submitted a proposal advocating for accelerating the deep integration of manufacturing and artificial intelligence to achieve high-quality innovation development. Specific suggestions were made from four aspects: strategic planning, collaborative innovation, data ecology, and talent cultivation. This proposal was included in the key supervision proposal topic "Implementing the 'Artificial Intelligence + Manufacturing' initiative to expand and strengthen advanced manufacturing", and was entrusted to the Ministry of Industry and Information Technology for handling, with the National People's Congress Finance and Economy Committee responsible for supervision.
"The Science and Technology Department of the Ministry of Industry and Information Technology promptly contacted me and had a detailed discussion on the suggestions," Zhang Fan said. Last May, relevant departments of the Ministry of Industry and Information Technology visited China Electric Equipment Group Co., Ltd. for on-site research and introduced the progress of handling the suggestions. "One could sense the attention paid by each department to the suggestions, which also motivated me to devote myself more enthusiastically to my duties."
Also concerned about the digital transformation of the manufacturing industry is Cao Tianlan, a deputy national representative and the first-level deputy engineer of Dongfang Turbine Machinery Co., Ltd. of Dongfang Electric Machinery Group. During the National Two Sessions last year, she submitted a proposal focusing on creating new quality productive forces for the development of high-end equipment manufacturing through the pursuit of high-end, intelligence and greenness.
"With the strong support from the Ministry of Industry and Information Technology and other departments, all the suggestions were fully adopted, and a series of policies conducive to the development of new productive forces in the equipment manufacturing industry were successively introduced." Cao Tianlan excitedly told reporters. Thanks to these excellent policies, the "China Turbocharger" G50 independent gas turbine achieved a breakthrough in obtaining overseas orders not long ago.
Jointly answering the same questions, working together in the same direction. High-quality handling of suggestions and proposals, converting the "golden ideas" of representatives and committee members into "golden keys" for promoting the high-quality development of the manufacturing industry.
It is learned that the Ministry of Industry and Information Technology has adopted a diversified approach of "bringing in + going out" and "online + offline", establishing work records, setting clear timeframes, to ensure that each step is carried out in a standardized and orderly manner. In particular, through face-to-face discussions and on-site investigations, they have deeply understood the actual situation of the industry, and integrated the handling of suggestions and proposals with business work.
Promote the establishment of the Standardization Technical Committee for Humanoid Robots and Embodied Intelligence under the Ministry of Industry and Information Technology; formulate guidelines for the construction of high-quality datasets for humanoid robots; organize "challenge-based" tasks for the development of the artificial intelligence industry and the empowerment of new industrialization, as well as the collection of typical cases... Combine high-quality suggestions and proposals with high-quality implementation, and continuously promote the transformation and implementation of policies.

In 2025, during the process of handling suggestions and proposals, the Ministry of Industry and Information Technology communicated with over 980 people through phone calls and video conferences, and conducted visits and investigations with over 60 people. A total of 101 policy measures were adopted based on the suggestions and proposals, and 334 suggestions and proposals were incorporated into the policy documents that were issued.
