Recently, the Emergency Management Science Research Institute of Hebei Province organized experts to review the safety facility design chapter, HAZOP analysis, LOPA analysis and SIL rating report for the "Annual Production Capacity of 30,000 Tons of Polyaluminum Chloride, 30,000 Tons of Trichloro Ferrous Chloride, and 40,000 Tons of Hypochlorous Acid Sodium (Effective Chlorine ≥ 10%) Water Purification Agent Project" undertaken by Hebei Shouke Water Purification Agent Technology Co., Ltd. (hereinafter referred to as "Shouke Water Purification Agent Technology Co., Ltd.").

This project involves a first-level major hazard source (liquid chlorine storage area) and a key regulated hazardous chemical process - chlorination process. The safety risks are high and the design is quite challenging. During the design process, our company strictly followed the latest implemented standards and specifications such as GB11984-2024 and AQ3062-2025, combined with reaction risk thermal assessment, comprehensively strengthened the safety design, achieved full-process automatic control, and significantly improved the intrinsic safety level of the project. 

At the review meeting, Shi Zida, the project leader of Huafeng Engineering Design, introduced the project background and design concepts, elaborated on the analysis of hazardous and harmful factors and the corresponding safety countermeasures, and provided in-depth explanations on the key issues of concern to the expert group. Song Xihé, the person in charge of automation control, reported on the design situation of the SIS system. Gao Dong, the technical leader, made supplementary explanations from the perspective of overall project safety. Designers Li Dongyang and Chen Zuzhong attended the meeting and gained practical experience in project installation and review through observing and learning the review process.

After deliberation, the expert group unanimously agreed that the safety measures proposed in our company's HAZOP analysis report were effective, the special chapter on safety facilities design comprehensively analyzed the hazardous factors, the safety measures adopted were reasonable and feasible, and at the same time, the expert group put forward optimization suggestions for the design documents. 

The construction unit highly recognized our company's professional capabilities and work achievements, and expressed that they would further deepen the cooperation to jointly promote the safe, green and high-quality construction of the project. 

Subsequently, our company will, based on the opinions of the expert group and the actual situation of the project, further optimize the special section of the safety facility design, providing strong technical support for the smooth implementation of the project and facilitating the project's implementation process.
