Recently, the Ministry of Housing and Urban Rural Development held an on-site meeting in Hefei, Anhui Province to promote the safety of urban infrastructure lifelines. Ni Hong, Secretary of the Party Group and Minister of Housing and Urban Rural Development, attended the meeting and delivered a speech. The report of the 20th National Congress of the Communist Party of China proposed that building livable, resilient, and smart cities is a strategic requirement for urban development in the new era and new journey.
The meeting emphasized that the lifeline safety project of urban infrastructure is an important part of urban renewal and the construction of new urban infrastructure. This year's work goal is to comprehensively launch this work based on deepening the pilot and summarizing and promoting replicable experiences. The key tasks include: conducting a census of urban infrastructure, establishing a database of urban infrastructure covering both above and below ground areas, identifying risk sources and points in urban infrastructure, and compiling a list of urban safety risks; Promote the construction of IoT intelligent sensing devices to gradually achieve comprehensive perception, automatic collection, monitoring and analysis, and early warning reporting of urban infrastructure lifeline operation data; Accelerate the integration of urban infrastructure supervision information system, build a comprehensive urban infrastructure safety operation supervision platform on the urban operation management service platform, and promote the "one network unified management" of urban infrastructure lifeline operation; Improve the emergency response process and methods for risks and hidden dangers, implement work responsibilities, establish and improve work mechanisms, and effectively prevent and resolve risks.
The meeting emphasized that promoting the lifeline safety project of urban infrastructure is a systematic project that requires strengthening organizational leadership, enhancing cooperation and coordination, and steadily and orderly advancing; We should tailor measures to local conditions, implement precise policies, and reasonably determine construction goals, content, methods, and paths based on actual conditions. We should adhere to the principle of prioritizing urgent needs and promote them in a targeted and step-by-step manner; We need to innovate investment and financing methods, increase financial investment at all levels, fully utilize market mechanisms, raise funds from multiple sources, and strive to break through funding bottlenecks; We need to strengthen innovation driven efforts, continuously focus on scientific and technological research and development, talent cultivation, and standard construction, and provide strong innovation momentum for the safe operation of urban infrastructure lifelines.
During the meeting, Ni Hong held talks with Han Jun, the Secretary of the Anhui Provincial Party Committee. The Ministry of Housing and Urban Rural Development and the People's Government of Anhui Province have signed a cooperation framework agreement to jointly build a demonstration zone for the safe development of urban infrastructure lifelines. According to the framework agreement, both parties will cooperate in the operation mechanism, management system, standard specifications, market operation, industry cultivation and other aspects of the urban infrastructure lifeline safety supervision platform, promote further exploration and innovation in Anhui Province, accumulate experience, and make demonstrations and contributions to building livable, resilient and smart cities.
The attending representatives observed the Anhui Province Urban Infrastructure Lifeline Safety Operation Supervision Platform and some monitoring points in Hefei City on site. Anhui Province, Hefei City, Shanghai City, Chengdu City, and Fuzhou City introduced relevant experience and practices. Leaders from Anhui Province, responsible officials from relevant departments and bureaus of the Ministry of Housing and Urban Rural Development and the Ministry of Emergency Management, main responsible officials from housing and urban-rural development departments of various provinces and autonomous regions, housing and construction, urban management, water affairs departments of municipalities directly under the central government, housing and urban-rural development bureaus of Xinjiang Production and Construction Corps, and responsible officials from the people's governments and competent departments of pilot cities for monitoring the safe operation of urban infrastructure attended the meeting.
