2. Introduction to the safety assessment project:
  The construction unit of this project is Cangzhou Dahua joint stock company, and the unit where the project is located is Juhai Branch of Cangzhou Dahua joint stock company. Cangzhou Dahua joint stock company belongs to Cangzhou Dahua Group Co., Ltd. Cangzhou Dahua Group Co., Ltd. Formerly known as Cangzhou Fertilizer Factory in Hebei Province, Cangzhou Dahua Group Co., Ltd. is a large-scale backbone enterprise of nitrogen fertilizer production in our country and a main enterprise of TDI production. It produces and sells synthetic ammonia, urea, TDI, nitric acid, caustic soda and other products. In October 2006, Cangzhou Dahua Group Co., Ltd. and China Chemical Group carried out asset restructuring and became a holding subsidiary of China Chemical Group.
  Cangzhou Dahua joint stock company began to plan and build a series of construction projects in Cangzhou Bohai New Area Chemical Industry Park in 2003, and established Cangzhou Dahua joint stock company Juhai Branch on February 24, 2009, mainly responsible for the implementation and management of Cangzhou Dahua joint stock company construction projects in Cangzhou Bohai New Area Chemical Industry Park. Juhai Branch plant has been built and put into operation 50,000 tons/year TDI device (including the original 60,000 tons/year DNT device) and new 60,000 tons/year DNT device, the built 70,000 tons/year TDI device is in the process of trial production, the project under construction is 160,000 tons/year ion membrane caustic soda device, planning and proposed projects have 100,000 tons/year nitric acid device.
  Cangzhou Dahua joint stock company with an annual output of 50,000 tons of TDI equipment was designed in 2006 and started construction in 2007. It produced qualified TDI products in August 2009 and reached the design capacity in December of the same year to achieve full load and stable operation. With the increasing maturity of the operation technology of the company's various positions, the annual output of 50,000 tons of TDI equipment is increasing, and the annual operation time can reach more than 8000 hours.
The main contents of the TDI technical transformation project with an annual output of 50,000 tons are:
  (1) Replace the photogasification reaction solvent and replace the o-dichlorobenzene ODCB with chlorobenzene MCB. Due to the low boiling point of MCB and the greater temperature difference with TDI, the production process can save steam, and it is easier to separate during the distillation stage, which can improve the product quality of TDI.
  (2) Cancel two phosgene compressors to reduce high-energy-consuming power equipment and reduce the potential leakage risk of the system.
  The transformation through the replacement of solvents, reduce high energy consumption equipment to reduce the use of steam, electricity, while the old existing public works, to achieve energy saving, consumption reduction, quality improvement bottleneck transformation purpose, can achieve an annual output of 80,000 tons of TDI.

  In October 2012, Cangzhou Dahua joint stock company commissioned Hebei Science and Technology Consulting Co., Ltd. to evaluate the safety conditions of its annual output of 50,000 tons of TDI technical transformation project, and signed a safety evaluation technical service contract. Huafei Company established an evaluation team in a timely manner, carefully collected relevant laws, regulations, standards and relevant information and accident case analysis of the same industry as the construction project, and went to the scene to conduct on-site inspections of the project site, surrounding environment, production equipment and company safety management. Please introduce the relevant information of the project to the relevant personnel of Cangzhou Dahua joint stock company.
  During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site, identified the dangerous and harmful factors existing in the project, conducted a qualitative and quantitative evaluation of the inherent danger degree of the project according to the divided evaluation units, and analyzed the risk degree of the project, put forward targeted safety countermeasures and suggestions, and fully communicated with the construction unit, exchanged opinions, and made a safety evaluation conclusion on this basis. In January 2013, the safety condition evaluation report of the project was completed. On January 26, 2013, the Safety Science and Technology Center of Hebei Provincial Safety Production Supervision and Administration Bureau organized experts to review the report and put forward revised opinions. The evaluation team made serious revisions to the report in accordance with expert opinions and delivered it to the construction unit, which was submitted to the Provincial Safety Supervision Bureau for administrative approval.
