Huanghua Xinyi Chemical Co., Ltd. was established in December 2006. The company is located in Dongxing Industrial Park, southeast of Huanghua City. Has built 1 million tons/year delayed coking device (the first phase of the project 500,000 tons/year), 300,000 tons/year hydrogenation refining device and supporting projects, the production of gasoline, liquefied petroleum gas, hydrogen, sulfur, naphtha are dangerous chemicals, the company in November 2009 obtained a safety production license (certificate number (Ji) WH license word [2009] 090142); Xinyi company in 2011 to achieve the safety standardization of hazardous chemicals enterprises two enterprises, established and improved the "three systems", developed an emergency rescue plan and conducted drills, emergency plan in 2011 in Cangzhou City Safety Supervision Bureau for the record, the company has a special safety management organization - safety section, there are 9 full-time safety management personnel, the company The main person in charge, the deputy general manager in charge of safety and safety management personnel have all passed the safety qualification training organized by the Safety Production Supervision and Administration Bureau and received regular safety further education, and have the qualifications for safety production management; Special equipment operators and special operations personnel have undergone professional training or review and obtained a certificate of conformity. 4. List of personnel, time, and main tasks to carry out safety evaluation work on site, and evaluation report time:
In June 2012, Huanghua Xinyi Chemical Co., Ltd. approached Hebei Huafei Technology Consulting Co., Ltd. to discuss the safety evaluation work. Huafei Company appointed relevant personnel to visit the project site in June 2012 to understand the scale of the project, the general layout, the supply of public works and the surrounding relationship, and to collect relevant information on the project. After many conferrals, the relevant personnel of the two companies formed a preliminary intention and initially clarified the object and scope of the evaluation. During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site, identified the dangerous and harmful factors existing in the project, conducted a qualitative and quantitative evaluation of the inherent danger degree of the project according to the divided evaluation units, and analyzed the risk degree of the project, put forward targeted safety countermeasures and suggestions, and exchanged views with the construction unit, and made a safety evaluation conclusion on this basis. After solid work, the safety evaluation report of the project was completed in September 2012.
