2. Introduction to the safety assessment project:
Huanghua Jinhua Chemical Co., Ltd. is a joint stock company located in Dongxing Industrial Park, Huanghua City, 6 kilometers southeast of Huanghua City. The company was founded in 1970 and is one of the earliest chlor-alkali production enterprises in our province. At the end of 1999, the company was restructured into a joint-stock limited liability company. The original site of the company is located in the northern suburbs of Huanghua City. Due to the early establishment of the factory, the factory area has been surrounded by residential areas, and the risk level is getting higher and higher. At the same time, the production process and equipment are relatively backward. Therefore, in 2008, the company moved to Dongxing Industrial Park, Huanghua City.
The company is located in the northern suburbs of Huanghua City for 20,000 tons/year diaphragm caustic soda, 15,000 tons/year liquid chlorine, 15,000 tons/year hydrochloric acid, 9000 tons/year chlorinated paraffin (of which chlorinated paraffin 42, chlorinated paraffin 52, chlorinated paraffin 70 capacity of 3000 tons/year) capacity. After the company moved to Dongxing Industrial Park in Huanghua City, it has built ionic membrane caustic soda plant, hydrochloric acid plant, calcium hypochlorite plant and furfuryl alcohol plant. The company has now formed 80,000 tons/year ionic membrane caustic soda, 64,000 tons/year liquid chlorine, 20,000 tons/year high purity hydrochloric acid, 5000 tons/year calcium hypochlorite (now discontinued) and 20,000 tons/year Furfuryl alcohol production scale.
With the gradual development of the domestic and foreign flame retardant market scale, in order to seize market opportunities and enhance the company's competitiveness and vitality, the company's leaders decided to build a 40000t/a chlorinated paraffin construction project (only one variety is produced, that is, chlorinated paraffin 52), and to improve the production technology of chlorinated paraffin in the original factory in the northern suburbs of Huanghua City.
The production process of chlorinated paraffin-52 in the original factory area adopts photo-chlorination method, single kettle production, discontinuous production, no remote automatic instrumentation and DCS central control, low production capacity, relatively heavy product color number, and large fluctuations in product chlorine content; the modified chlorinated paraffin-52 production process still adopts photo-chlorination method, which is mainly different from the production process in the original factory area. The current popular continuous production method is adopted, and the degree of automation is very high. All kinds of monitoring and measurement data can be displayed through the DCS central control room, which is convenient for operators on duty to control, reducing labor intensity, reducing production costs, and improving intrinsically safe production.
Some of the equipment in this construction (including 8 deacidification kettles, 2 deacidification waste gas washing tanks and 2 alkali circulation tanks) utilize the equipment of the chlorinated paraffin plant located in the northern suburbs of Huanghua City.
The main contents of the project are: the annual output of 40000t chlorinated paraffin project production equipment and supporting general plan transportation, storage facilities, auxiliary facilities, etc.

4. List of personnel, time, and main tasks to carry out safety evaluation work on site, and evaluation report time:
In November 2014, Huanghua Jinhua Chemical Co., Ltd. approached Hebei Huafei Technology Consulting Co., Ltd. to discuss the safety condition evaluation of its proposed relocation technical transformation construction 40000t/a chlorinated paraffin project. Huafei Company assigned relevant personnel to Jinhua Chemical Company's proposed relocation technical transformation construction 40000t/a chlorinated paraffin project site for on-site inspection, to understand the main equipment, production scale, general layout, public works supply and surrounding relationships of the project, and collected relevant information of the project, and made a relevant risk analysis of the project. After many conferrals, the relevant personnel of the two companies formed a preliminary intention and initially clarified the object and scope of the evaluation.
During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site, identified the dangerous and harmful factors existing in the project, conducted a qualitative and quantitative evaluation of the inherent danger degree of the project according to the divided evaluation units, and analyzed the risk degree of the project, put forward targeted safety countermeasures and suggestions, and exchanged views with the construction unit. On this basis, the safety evaluation conclusion was made. After solid work, the safety condition evaluation report of the project was completed in April 2015. On May 20, 2015, the Cangzhou Safety Production Supervision and Administration Bureau organized experts to review the report and put forward revised opinions. The evaluation team has carefully revised the report in accordance with expert opinions and delivered it to the construction unit, which has been submitted to the Municipal Safety Supervision Bureau for administrative approval.
