In order to implement the decisions and deployments of the Party Central Committee and the State Council, promote rural revitalization and urban-rural integration development, implement the spirit of the "Shanghai Rural Villager Housing Construction Management Measures" (Hu Fu Ling No. 16), and focus on strengthening the full process management of rural housing construction activities self built by villagers on homesteads, the Municipal Housing and Urban Rural Development Management Commission has issued the "Guiding Opinions on Carrying out the Pilot Work of Rural Housing Construction Activity Management in this City".

(1) According to laws and regulations, classified and graded. Strictly compare with the relevant requirements of the country and the city, classify and standardize the management of new construction of rural houses, renovation and expansion of existing houses for business and other construction activities according to the purpose and hazard level of the houses, and consolidate the management responsibilities of all levels and parties.
(2) Highlight key points and adapt to local conditions. Focus on problem bottlenecks, highlight management priorities, and explore the establishment of differentiated and simplified management models based on rural characteristics. Fully respect the wishes of villagers, strengthen their main responsibility, and give full play to the autonomous role of village level organizations.
(3) Pilot projects should be prioritized and promoted in an orderly manner. Targeted promotion of pilot projects in agricultural areas and townships, accumulating and summarizing experience in about a year, and establishing a long-term mechanism for the management of new and expanded housing construction activities in an orderly manner.
Pilot scope
After fully consulting the opinions of various agricultural areas, all agricultural townships in Songjiang District, Hangtou Town in Pudong New Area, Xuhang Town in Jiading District, Zhuangxing Town in Fengxian District, and Jinze Town in Qingpu District were selected to carry out pilot projects first. Encourage other relevant towns and villages in agricultural areas to explore independently according to the pilot requirements and further strengthen the management of rural housing construction activities.
Clarify the responsibilities of all levels and parties involved
The Municipal Housing and Urban Rural Development Management Commission is the competent department for the construction activities of villagers building houses in this city, and is responsible for guiding the style of rural buildings. The district construction management department is responsible for supervising and managing the construction activities of villagers building houses in its jurisdiction. The township government is entrusted by the district construction management department to provide on-site guidance and supervision inspections on the quality and safety of farmers' housing construction. Village level organizations implement autonomous collaborative management under the guidance of township governments. Villagers or collective economic organizations responsible for building houses shall bear the main responsibility for their building activities. Design, construction and other units or individuals shall bear corresponding responsibilities in accordance with laws, regulations and agreements.
Rural housing that has been clearly included in the basic construction management procedures shall be implemented in accordance with the division of responsibilities stipulated by the state and this city, and all parties shall be held accountable.
Strengthen the construction and management of newly-built villagers' housing
Implementing classified management, for collective housing construction (unified planning, unified design, and centralized construction by collective economic organizations), relevant national and local management regulations on construction project quality and safety shall apply. After obtaining the rural planning and construction permit, the construction project construction permit and completion acceptance filing procedures shall be handled with the district construction administrative management department. For individual farmers who build houses, the focus should be on strengthening the management of the following aspects:
(1) Clarify key management processes. Township governments should strengthen the implementation of the management requirements of the housing and construction departments in the current two stages of construction inspection and completion acceptance. Before starting construction, the township should assign quality and safety management personnel to inspect the construction drawings, building agreements, written commitments to safety production, and other building requirements. They should standardize and archive the above materials, and submit them to the district construction management department. During the construction process, the township quality and safety management personnel shall implement construction supervision, while the district construction management department shall conduct spot checks and assessments, and establish supervision ledgers at both the district and township levels. After completion, the township organization should notify the township quality and safety management personnel to participate in the completion acceptance, and record the completion acceptance results with the district construction management department.
(2) Strict management of construction drawings. Construction drawings should include architectural and structural specialties, and comply with corresponding technical specifications, design standards, and local style requirements. The construction drawings can be designed by qualified design units commissioned by the villagers who build houses, or by the township government purchasing design services, using professional designers such as rural architects or deepening the design of general construction drawings. The design party is responsible for the quality of the construction drawings.
(3) Strictly manage the construction team. Villagers should choose construction teams with corresponding professional abilities to build houses. They can choose construction units with corresponding qualifications or construction teams composed of rural construction craftsmen to undertake the construction, and sign a building agreement. The responsibility of the construction party should be consolidated, and the building agreement should specify the quality officer, safety officer, quality and safety responsibilities, and quality warranty period. The construction team should carry out construction in accordance with the construction drawings, building agreements, relevant construction technical standards, regulations, etc., and be responsible for the quality and safety during the construction process.

Strengthen the construction and management of existing villagers' housing renovation and expansion for business purposes
It is strictly prohibited to illegally add floors and covers to existing rural housing, or to arbitrarily change the building's main body and load-bearing structure. After obtaining relevant approval documents in accordance with the law and regulations, rural housing that has been approved for renovation and expansion for business purposes shall be subject to supervision of its construction activities in accordance with the management of small-scale projects below the quota. Before starting construction, local filing and information reporting shall be strengthened, and design and construction units with corresponding qualification requirements shall be selected to carry out design and construction. If rural residential buildings are converted for business purposes, the property owner or user shall entrust the testing and appraisal units listed in the public notice of the Municipal Housing Management Bureau to carry out house safety appraisal before applying for relevant business licenses and conducting business activities, and obtain a qualified certificate of house safety appraisal in accordance with laws and regulations.
Strengthen work security
(1) Strengthen organizational leadership. The Municipal Housing and Urban Rural Development Management Commission strengthens the overall guidance of the pilot project for the full process management of rural housing construction activities, strengthens the linkage with relevant departments, and forms a joint force. The district level construction management department collaborates with relevant district level management departments to formulate a pilot work plan for the full process supervision of rural housing construction within its jurisdiction, refine the content and requirements of housing supervision, organize training and guidance, carry out policy promotion, and strictly conduct spot checks and assessments. Township governments strictly implement their local responsibilities for specific regulatory pilot projects, timely summarize pilot work practices, and form replicable and promotable experiences.
(2) Strengthen regulatory forces. Township governments should implement quality and safety supervision of the entire process of rural housing construction by specialized personnel in charge of rural housing quality and safety, and may also entrust qualified third-party quality and safety management agencies to implement quality and safety supervision. Strengthen personnel, funding, and technical support, and implement personnel staffing and budget allocation. Give full play to the role of village level organizational autonomy and village supervision, and explore and absorb villagers with certain construction technology knowledge, rural construction craftsmen, etc. as supplementary forces to carry out daily inspections and other work.
(3) Strengthen the construction team. Make good use of rural architects, continuously promote rural architects to go to the countryside to provide accompanying guidance in villages, promote the implementation of financial budgets in townships, unify the purchase of rural architect services, and provide design, consulting, management and other services for villagers to build houses. Establish a sound management mechanism for rural construction craftsmen, strengthen skills training and assessment for craftsmen, enhance the vocational skills and comprehensive quality of rural construction craftsmen, establish a list of rural construction craftsmen, and promote full coverage of certified rural construction craftsmen.
(4) Strengthen information technology construction. Explore the establishment of a rural housing construction management information system, strengthen the grasp of information on rural housing construction activities, promote information exchange and sharing with planning resources, agriculture and rural departments, and achieve online processing of information reporting and filing, process supervision, and rectification. Rural architects and rural construction craftsmen can publish, select, and evaluate information online, and the requirements for housing quality and safety and style management can be published and promoted online.
