On April 15, 2023, the 6th Council Meeting of the 5th Shaanxi Survey and Design Association and the Experience Exchange Meeting on Transformation, Upgrading, Innovation and Development were held at the Xi'an People's Building Conference Center. Zhu Changxi, Chairman of the China Survey and Design Association, and Wang Youzhi, Deputy Director of the Housing and Urban Rural Development Department of Shaanxi Province, attended the meeting and delivered speeches. Ru Guangsheng, Secretary of the Party Branch of Shaanxi Survey and Design Association, presided over the meeting, and the council meeting reviewed the 2022 work report and financial income and expenditure of the fifth council.

In his speech, Zhu Changxi pointed out that the Shaanxi Survey and Design Association has adhered to the purpose of "serving members, serving the industry, and serving society" for many years, and has fulfilled its responsibilities of "providing services, reflecting demands, and regulating behavior". It has been down-to-earth and courageous in its efforts to create excellence in survey and design, promote excellent architectural design achievements, promote excellent rural residential buildings, cultivate high-level survey and design talents, promote major projects in the province, and encourage and guide survey and design to "go global". It has made outstanding achievements in promoting the sustainable and healthy development of the survey and design industry in Shaanxi Province, and has been supported by member units and recognized by society. He emphasized that as an important member of the family of national survey and design industry associations, the Shaanxi Provincial Association has long adhered to the "one game" thinking of national survey and design as the vice chairman unit of the China Survey and Design Association, vigorously supported the various works of the China Survey and Design Association, served the China Survey and Design Association, and led the high-quality development of the national survey and design industry, playing an important role as a booster. He hopes that the Shaanxi Survey and Design Association will take a clear political stance, elevate its political position, effectively transform the spirit of the 20th National Congress of the Communist Party of China into responsible actions, closely integrate industry reform and development with the high-quality development of the economy and society of the Sanqin region, and make every effort to promote top-level design and organizational implementation of industry development; To face challenges head-on and build confidence, industry associations should dare to take responsibility, face challenges head-on, strengthen confidence, strive for excellence, play the role of the industry's "backbone", and lead industry enterprises to achieve new achievements; To conduct in-depth research on enterprises, understand their urgent development needs such as "urgent difficulties, worries, and expectations", and play the role of a bridge and link between the government and enterprises, and be a good "mother of the enterprise"; To strengthen the concept of promoting innovation, we must vigorously guide enterprises to adhere to the concept of "innovation is the first driving force for development", vigorously promote management innovation, technological innovation, and business model innovation of enterprises, develop in innovation, innovate in development, and further enhance the core competitiveness of enterprises; To solidly consolidate the foundation, unite and lead the vast number of member units to do important foundational work such as research on enterprise system and mechanism reform, construction of discussion and exchange platforms, standardization, digitalization and informatization construction, integrity system construction, and talent team construction, and consolidate the foundation for high-quality development of the industry; We must persist in consolidating our roots, continuously improve the association's ability to fulfill our duties and responsibilities, strengthen our service awareness, innovate our work methods, further enhance our ability to fulfill our duties and responsibilities, and safeguard the high-quality development of the industry. Wang Youzhi, Deputy Director of the Housing and Urban Rural Development Department of Shaanxi Province, conveyed the spirit of the instructions from the provincial leaders and put forward earnest hopes. Zhang Wenliang, Chairman of Shaanxi Survey and Design Association, reviewed the work of the association in 2022, analyzed the development situation and opportunities of the industry, and deployed the main work of the association in 2023.

At the experience exchange meeting on transformation, upgrading, innovation and development, Northwest Electric Power Design Institute of China Power Engineering Consulting Group, Shaanxi Provincial Architectural Design and Research Institute (Group) Co., Ltd., and Xi'an Branch of Benchmark China Architectural Design Co., Ltd. introduced their respective practices and experiences in transformation, upgrading, innovation and development.

More than 150 people attended the meeting, including Vice Secretary General Wang Zujin of the China Survey and Design Association, Director Jin Ji of the Standard Quota Department of the Shaanxi Provincial Department of Housing and Urban Rural Development, Vice Chairman, Executive Director, and Director of the Shaanxi Survey and Design Association.
