2. Introduction to the safety assessment project:
Wuji County Haichen Natural Gas Sales Co., Ltd. was established on March 30, 2017. It is a professional gas supply enterprise integrating pipeline gas transportation, pipeline installation and maintenance, sales and comprehensive utilization. The company type is a limited liability company (sole proprietorship of natural persons), and its domicile is located in Xijian Village, Zhangduanggu Town, Wuji County, Shijiazhuang City, Hebei Province. The legal representative is Zhao Yanbin.
In recent years, with the continuous development of Wuji County leather park, the number of industrial users in the park is increasing day by day, and the demand for natural gas is increasing day by day. To this end, Wuji County Haichen Natural Gas Sales Co., Ltd. plans to invest 80 million yuan in the east of Qiqia Village, Zhangduanggu Town, Wuji County, Shijiazhuang City. The design scale of the new door station is 1.5~ 4 × 104Nm3/h. After the project is completed, the high-pressure natural gas at the reserved interface of Zhangduanggu B2 valve room in Wuji County, Jizhong County Pipeline Network of Hebei Province Natural Gas Co., Ltd. will be led to the door station, and will be transported to Wuji County Leather Park through pipelines after filtration, pressure reduction and odorization. The gas supply is 0.75~ 2 × 104Nm3/h. The Wuji County People's Government has issued the "Reply on the Approval of Natural Gas Concession in Wuji County Leather Park" (Wuzheng Letter [2017] No. 15), agreeing to authorize Wuji County Haichen Natural Gas Sales Co., Ltd. Leather Park Natural Gas Concession Rights, the business scope is Wuji County Leather Park and surrounding areas, and Hebei Province Natural Gas Co., Ltd. has issued a reply agreeing to supply gas (Ji Natural Gas Letter [2017] No. 73). In addition, this project sets up a reserved port at the outbound pipeline for Aode Gas Co., Ltd., with a gas supply capacity of 0.75~ 2 × 104Nm3/h.
The natural gas transported and operated by this project is a hazardous chemical, and its main hazards are fire and explosion. It has been identified that the project does not pose a major hazard.
In accordance with the requirements of the Interim Measures for the Supervision and Administration of "Three Simultaneous" Construction Project Safety Facilities (Order No. 36 of the State Administration of Work Administration, amended by Order No. 77 of the State Administration of Work Administration), Wuji County Haichen Natural Gas Sales Co., Ltd. commissioned Hebei Huafei Technology Consulting Co., Ltd. to conduct a safety pre-evaluation of the construction project.

Wuji County Haichen Natural Gas Sales Co., Ltd. officially commissioned Beihuafei Technology Consulting Co., Ltd. to conduct safety pre-evaluation work for its proposed Tianran gas gate station project, and signed a safety pre-evaluation service contract. Hebei Huafei Technology Consulting Co., Ltd. established an evaluation team in a timely manner, carefully collected relevant evaluation data, and went to the site again to inspect the project site selection, general layout, project construction content, specific process, etc., and made a good record. During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site. After solid work, the safety pre-evaluation report of this project was completed in November 2017.
